Until the discovery that these two stamps originally formed a pair it had been assumed that Used examples of this proof had been removed from the 1841 Postmasters Notice and were chance examples of Postal Fraud. The existence of this Pair indicates that someone possibly a Postal Official or employee had access to these in sheet form and was systematically using them for Postal Fraud.
